[Attribute of Creation and Will]
وَالتَّكْوِينُ صِفَةٌ للَّهِ تَعَالَى أَزَلِيَّةٌ، وَهُوَ تَكْوِينُهُ لِلْعَالَمِ وَلِكُلِّ جُزْءٍ مِنْ أَجْزَائِهِ [لاَ فِي الأَزَلِ] لِوَقْتِ وُجُودِهِ، وَهُوَ غَيْرُ المُكَوَّنِ عِنْدَنَا.
016- And creating (takwīn) is an attribute of God from all eternity (azalīya). And it is God’s creating the world and every one of its parts, not in eternity, but rather at the time of its becoming existent, [according to His knowledge and will]1. And [the attribute of creating] is not the thing created, according to our opinion.
